Thomas Mann

Thomas E. Mann is the W. Averell Harriman Chair and senior fellow in Governance Studies at The Brookings Institution. Between 1987 and 1999, he was Director of Governmental Studies at Brookings. He is co-author, with Norman J. Ornstein, of It's Even Worse Than It Looks: How the American Constitutional System Collided With the New Politics of Extremism.
